I've done it several times during races and in training OWS. Initially, I didn't even use a zip-lock bag and just stuffed it under my cap. I double bag the and place it on the crown of my head so the antenna is facing up when my head would be normally swimming. Then, I put on my goggles with their straps holding the in place.
